Sai Kung — Choosing a School
Sai Kung, centred on Tseung Kwan O new town and also covering Sai Kung town and Clear Water Bay, has one of the New Territories' highest densities of international and private schools: of 70 kindergartens, 18 (26%) run non-local curricula and 20 are private — far above other NT districts. New private/international schools cluster around Tseung Kwan O — YCIS (half-day $134,728, the district's priciest), Hong Kong Academy, the French International School, ESF Abacus, Box Hill and several French and Montessori campuses — while Sai Kung and Tsui Lam retain older community schools like Tsui Lam Baptist and Sai Kung Lok Yuk. With private and international schools so prominent, the Free-Scheme share (60%) is low for the NT, though 42 free schools remain. Parent voices are the richest here: Tsui Lam Baptist ("Tsui Bap") is highly praised for its "strong English environment, dual homeroom of local teacher plus NET, and happy children," with places sought-after of late; Tsing Yi Trade Association (Tseung Kwan O, A++) draws parents saying "strong aided-school allocation, and decent DSS/private results." Old and new mix with abundant choice — settle your pathway before choosing.
Non-local = international / non-local curriculum. Dual-track schools appear under both tabs.
The best kindergarten is where your child thrives — not the one with the highest score.
FAQ
Which kindergartens are good in Sai Kung?
Tseung Kwan O mixes new and old. For international/private, Yew Chung (the district's priciest), Box Hill (strong English environment), Learning Habitat (Papillons LP, aiming at DSS/private); for free, well-reviewed schools, Tsui Lam Estate Baptist (English environment, sought-after) and Tsing Yi Trade Association TKO (Ming Pao A++, good aided allocation). See our Sai Kung rankings.
For an international or private track in Sai Kung/Tseung Kwan O, what are the options?
Among the widest choice in the New Territories. Tseung Kwan O hosts YCIS (half-day $134,728, the district's priciest), Hong Kong Academy, the French International School, ESF Abacus, Box Hill and several French and Montessori campuses — 18 schools (26%) run non-local curricula and 20 are private. The much-discussed private option Learning Habitat (LOHAS Park, LH) is described by parents as "preparing for battle," suiting families aiming at DSS/private schools who accept that academics can be supplemented by tutoring; Box Hill (Tseung Kwan O) draws current-parent praise for its "strong English environment and happy children."
Which free or well-regarded community schools does Tseung Kwan O have?
Yes. 42 schools (60%) join the Free Scheme. Tsui Lam Baptist ("Tsui Bap," free) is highly praised for its "strong English environment, dual homeroom of local teacher plus NET, and happy children," with sought-after places of late; Tsing Yi Trade Association (Tseung Kwan O, Ming Pao A++) draws parents saying "strong aided-school allocation and decent DSS/private results"; Salvation Army Hing Yan (A++) favours story-based, learning-through-play teaching. Free community schools and private/international schools serve two different sets of families.
There are two "Choi Kai Yau" schools in Tseung Kwan O — are they the same?
No. PLK Choi Kai Yau Kindergarten (Tseung Kwan O, Ming Pao A++) has no link to the well-known Choi Kai Yau School and no through-train relationship — a parent specifically cautions "this Choi Kai Yau is not that Choi Kai Yau, let alone any direct progression." The PLK kindergarten has a lighter curriculum and mixed-age classes; parents note a higher share of SEN pupils, while the PLK group offers relatively ample resources, suiting families with such needs. Also note that Greenfield English (International) (LOHAS Park) was taken over by a new operator in 2026 and renamed Greenview International — verify a school's current operating status before choosing.
How many kindergartens are in Sai Kung?
Sai Kung (including Tseung Kwan O) has 70 kindergartens: 42 (60%) join the Free Scheme, 38 offer PN (nursery, age 2) classes, and 18 run non-local curricula. Its private and international density is among the NT's highest, with new-town schools coexisting alongside older community schools in Sai Kung and Tsui Lam — a highly varied set of choices.
