About the Scheme
The Free Quality Kindergarten Education Scheme (commonly known as "Free Kindergarten") was implemented by the Hong Kong government starting from the 2017/18 school year. Under this scheme, the government provides direct subsidies to eligible kindergartens, significantly reducing or eliminating tuition fees for half-day programmes. The scheme aims to provide quality and affordable kindergarten education for all Hong Kong children aged 3 to 6.
Key Features
Free Half-day Programme
Most participating schools offer free half-day classes. Some charge a small top-up fee.
Full-day Subsidy
Full-day and long whole-day students also receive government subsidies, though additional fees may apply.
Local Non-profit Schools
The scheme covers local non-profit kindergartens. Private independent and international schools are not included.
Quality Assurance
Participating schools must meet government quality standards including teacher qualifications and student-teacher ratios.
Ages 3-6
Children from K1 to K3 (approximately ages 3-6) are eligible. PN classes (age 2-3) are not covered by the scheme.
