Participating kindergartens must be:
- Non-profit — Private independent kindergartens are not eligible

- Qualified staff — Meeting teacher qualifications and student-teacher ratio requirements
⚠️ International kindergartens, private independent schools, and non-local curriculum classes are generally excluded.
