What is NCS Support in Hong Kong Kindergartens?

Non-Chinese Speaking (NCS) students in Hong Kong refer to children whose mother tongue is not Chinese. This includes South Asian (Indian, Pakistani, Nepali), Southeast Asian (Filipino, Indonesian, Thai), European, and other ethnic minority families.

Since 2014/15, the Education Bureau (EDB) provides additional funding to kindergartens enrolling NCS students to strengthen Chinese language teaching support. Currently, approximately 978 kindergartens (99% of all kindergartens) have NCS support measures in place.

Key Selection Criteria

  1. Chinese support quality — Does the school have a structured Chinese learning programme?
  2. Multicultural acceptance — What proportion of students are NCS? Is diversity genuinely embraced?
  3. Communication — Can the school communicate in English? Are notices bilingual?
  4. Location — Schools near NCS communities typically have more experience
  5. Transition support — Does the school help prepare NCS children for primary school Chinese?

Application Process

NCS children follow the same application process as local students:

  1. Submit applications to preferred kindergartens (September–November)
  2. Attend school interview (schools typically offer English interviews or interpreters)
  3. Complete registration upon acceptance
  4. Receive the same Free Scheme subsidy as all other students

Can NCS children attend free kindergartens? Yes. Any child with Hong Kong resident status can attend Free Scheme schools regardless of ethnicity and receive the same tuition subsidy.

Does my child need to know Chinese before enrolling? No. Schools do not require Chinese proficiency at entry (age 2–3). Most NCS children gain basic Chinese communication skills within one year.

Will my child manage Chinese in primary school? With a strong kindergarten foundation and home practice, most NCS children transition well. Primary schools also offer dedicated NCS Chinese programmes.
