A Ranking Without Rankings: Choose Kindergartens by Data, Not League Tables

Update Log

  • 2026-04-11: Initial release covering 5 dimensions - school history, teacher-student ratio, fees, pathway, quality review

Why We Don't Do Rankings

Every school selection season, "kindergarten ranking" becomes a hot search term. Parents want an authoritative list telling them which school is "the best."

But we've chosen not to create traditional rankings. Here's why:

There's No "Best" School — Only the "Right Fit"

A school focused on academics might not suit a family that values play-based learning. An expensive elite school might strain a family's finances. A school with extremely low teacher-student ratios might overwhelm an introverted child.

Every child is different. Every family has different needs.

Rankings Create Anxiety

When we say a school is "ranked #1," we imply that other schools are "worse." This is unfair to other schools and creates unnecessary anxiety for parents and children at "non-#1" schools.

The truth is, the vast majority of Hong Kong kindergartens are qualified, dedicated institutions. The differences are in style and features, not quality.

Our Approach: Data, Not Rankings

Instead of subjective rankings, we provide objective data. You can filter schools based on what matters to YOU:

  • Value tradition? Check school history
  • Value personal attention? Check teacher-student ratios
  • Value clear pathways? Check through-train relationships
  • Value affordability? Check fees
  • Value official recognition? Check quality reviews

You know your child best. The choice is yours.

Dimension 1: School History

Long-established schools typically have stable teaching teams, mature curricula, and strong alumni networks. But newer schools aren't necessarily worse — they're often more flexible and innovative.

Schools Over 50 Years Old

Hong Kong has 138 kindergartens established over 50 years ago (before 1975). Here are the oldest:

Founded School Name District Age
1860 Sacred Heart Canossian Kindergarten Central & Western 165 years
1888 Pooi To Primary School Kowloon City 138 years
1889 Pui Ching Primary School Kowloon City 137 years
1897 Tsung Tsin Primary School & KG Sham Shui Po 129 years
1906 St. Stephen's Girls' College KG Central & Western 120 years
1926 Munsang College Kindergarten Kowloon City 100 years
1927 St. Clare's Primary School Central & Western 99 years
1930 Tak Sun Kindergarten Yau Tsim Mong 96 years
1932 Yew Chung International Kindergarten Kowloon City 94 years
1935 True Light Middle School KG Wan Chai 91 years

Suitable for: Parents who value tradition, stable school culture, and alumni networks

Dimension 2: Teacher-Student Ratio

Teacher-student ratio directly affects how much attention each child receives. Lower ratios mean more individual care. EDB recommends 1:15, but many schools do better.

Schools with 1:8 Ratio or Lower

Hong Kong has 317 kindergartens with teacher-student ratios of 1:8 or lower:

Ratio School Name District
1:1 Greenfield Kindergarten Kowloon City
1:1.3 Zenith Kindergarten (Sai Wan) Central & Western
1:1.5 David Kindergarten Sha Tin
1:2.1 Guidepost Montessori (Sai Kung) Sai Kung
1:2.3 Victoria (Kornhill) Nursery Eastern
1:2.3 Yew Chung International KG (Kent Road) Kowloon City
1:2.5 Fairview International KG (Lei King Wan) Eastern
1:2.8 Aeon International Kindergarten Central & Western
1:2.8 Tak Fook English Kindergarten Kwun Tong
1:3 Casa Di Mani Kindergarten Wan Chai

Note: Schools with very low ratios are usually private or international, with higher fees.

Suitable for: Parents who value individual attention, or children who need extra support

Data source: EDB Kindergarten Profile (AM session), 979 schools have data

Dimension 3: Fees

High fees don't mean better quality. Low fees don't mean poor quality. Choose based on your family's financial capacity and 15-year education budget.

Lowest Fees: Free Kindergartens

860 kindergartens in Hong Kong participate in the Free Quality Kindergarten Education Scheme. Half-day programs are completely free.

Free doesn't mean low quality — many excellent, well-regarded kindergartens are in the scheme.

Mid-Range: Private Kindergartens

Private kindergartens not in the free scheme have varying fees. Here are some with relatively lower fees:

Annual Fee School Name District
$31,380 St. Anna's Kindergarten (Non-local) Eastern
$43,428 Creative Kindergarten (Ma On Shan) Sha Tin
$46,800 Macclean International KG North
$48,300 Kiangsu & Chekiang Primary School Eastern
$48,400 Si Bo Kindergarten Tsuen Wan
$49,500 Ming Wai International KG Eastern

Suitable for: Parents wanting more curriculum options within a budget

Highest Fees: International Schools

Here are the highest-fee kindergartens, mostly international schools:

Annual Fee School Name District
$216,100 Chinese International School Eastern
$154,200 Guidepost Montessori (Repulse Bay) Southern
$151,030 Tutor Time (Braemar Hill) Eastern
$149,160 Tutor Time (Mid-Levels) Central & Western
$142,200 Guidepost Montessori (Mid-Levels) Central & Western
$140,000 Highgate House School Central & Western
$137,973 Victoria Nursery (Harbour Heights) Eastern
$132,300 Nord Anglia International KG Sai Kung
$129,514 Yew Chung International KG Kowloon City
$127,754 Victoria (Belcher's) Kindergarten Central & Western

International schools typically offer IB or other international curricula, lower ratios, and better facilities.

Suitable for: Families with budget flexibility, planning international education, or overseas study

Fee Comparison Tips

Consider more than just kindergarten fees:

  • 15-year budget — Private primary and secondary fees are usually higher
  • Hidden costs — Uniforms, materials, activities, school bus
  • Fee assistance — Financial assistance is available for families in need

Dimension 4: Pathway

If you want to reduce your child's academic pressure, "through-train" or feeder schools are important to consider.

Through-Train Kindergartens

"Through-train" schools allow children to progress directly from kindergarten to primary to secondary without allocation competition. Hong Kong has about 17 such kindergartens.

Kindergarten Primary School Secondary School
Munsang College KG Munsang College Primary Munsang College
Pui Ching Primary (KG) Pui Ching Primary Pui Ching Middle School
Heep Yunn School KG Heep Yunn Primary Heep Yunn School
Good Hope School KG Good Hope Primary Good Hope School
ISF Academy KG ISF Academy (Primary) ISF Academy (Secondary)
PLK Choi Kai Yau KG PLK Choi Kai Yau School PLK Choi Kai Yau School

Dimension 5: EDB Quality Review

The Education Bureau conducts quality reviews of kindergartens. Schools that pass meet official standards in curriculum, teaching, and management.

723 kindergartens in Hong Kong have passed EDB quality reviews. Reports are available on the EDB website.

Suitable for: Parents who value official recognition and third-party assessment

Dimension 6: Other Considerations

PN Class Available

If your child needs to start school at age 2, choose a kindergarten with PN (Pre-Nursery) class. 577 kindergartens in Hong Kong offer PN.

SEN Support

How to Use This Data

  1. Clarify your priorities — History? Individual care? Budget? Pathway?
  2. Narrow down — Use the data above to filter schools
  3. Visit in person — Attend open days, feel the atmosphere
  4. Consult your child — Observe how they react to the environment

Remember: Data is just a reference. The final decision is yours and your child's.

Final Thoughts

We believe every dedicated kindergarten deserves respect. There are no absolute "elite schools" or "poor schools" — only right fits and wrong fits.

We hope this data guide helps you find the right school for your child, rather than trapping you in ranking anxiety.

The purpose of school selection is to help your child grow happily, not to chase empty prestige.
